PDF being seen as blurry

I have no problem creating or viewing the PDF's that I create. I have one specific client who always has an issue viewing my PDF's - he says they are blurry and unreadable. Noone else seems to have a problem viewing those same PDF's. It seems as though the issue is on his side. Is this possible? If so, how can he fix it?
